Every cemetery has a common ground area for graves, and the cemetery has record that show whom is in the grave. They also have unmarked graves in their files. You might want to check online for email addresses, I've had much success with that in my town (kingston,ontario) -- The other thing you can do is contact cemeteries, to see if they have a listing, even without a plaque, they would have a record (have discovered this 3x so far!)
